All those wishing to enter the restricted zone or go aboard the ship, must show
some form of photo identification, such as a drivers licence, passport or official +18
card. For the ships crew coming off or on to the ship for leave or other duties off
site, a photocopy of their passport is acceptable as long as the picture is clear
enough to properly identify the person;
48 hours before the ship arrives a list is to be provided by the ship or agent showing

Maritime Security Levels.
Under the Code and Act there are three levels of maritime security that can be set by the
Contracting Government or its nominee. Each of the levels reflect an assessment of
increasing risk at either a port or facility or nationally.
In addition, an incoming vessel can request a different level of security for its stay than
generally at the port concerned. Negotiating a Declaration of Security between the ship
and facility operator, and/or the port concerned sets this.
Level One:
Level One is the standard level of operation for all ports and facilities nationally and will
remain the default level.

Customs Crew List and Security Report showing the last ten ports visited by the
ship and the security level at of those ports;
Each port and facility will have their own protocols regarding the implementation of
these principles and whether they wish to have a more rigorous ID method such as
the 100 point system;
Business continues as normal for the facility.

Level two will be declared for a port or facility by the Secretary of DOTARS, when
intelligence is received indicating a credible threat is possible, but the time and place are
as yet unknown. The requirements are the same as at level one with the addition of extra security measures as determined by each facility in their approved plan. These may
include:
Extra guards at the facility;
Additional barriers or locked gates;
Further restrictions on who may enter the zones or board the ship at berth; and
Any other measures deterined by DOTARS;
Business continues but there may be a commercial affect on the facility;
